Jeff Edwards is a local government administrator with over two decades of experience across administration, recreation and tourism. At the Town of Tofield, he brings this broad experience to advancing community growth, organizational development and responsive municipal leadership.

Leading with Experience and Collaboration

Every role in municipal government has contributed to Edwards’ professional growth. His early years in administration helped him understand how municipal organizations operate, how their processes and requirements connect, and what is needed to move effectively from administration into broader leadership responsibilities.

Today, his leadership philosophy is rooted in a democratic and collaborative approach. In his view, people need to feel that their perspectives matter and that they have an opportunity to contribute. Without that, there is no environment in which people can function at a high capacity.

Effective leadership depends on listening to understand rather than to respond. By considering the perspectives of employees, council members and the community, they can take informed decisions. Edwards describes this principle as situational awareness, which involves an understanding of the circumstances, the people involved, and the environment before deciding how to respond.

Fostering a People-Centered Workplace

He emphasizes that building a strong organizational culture begins with establishing relationships based on trust, mutual respect and open communication. This approach helps prevent a cold, institutional environment and fosters a workplace where employees feel genuinely respected.

Edwards aims to create an environment in which people have reasons to build their careers within the organization. To support this, employees are encouraged to bring forward courses, programs and other learning opportunities they believe could strengthen their capabilities. Where appropriate, the municipality has worked to incorporate those opportunities into the budget, recognizing that the knowledge employees gain can benefit both the individual and the organization.

Driving Growth and Resilience in Tofield

Development and growth are among Tofield’s highest priorities. Edwards emphasizes that without continued development, communities risk stagnation. He views growth as part of a larger cycle in which economic and population development can strengthen the municipality’s ability to serve the community. Developing residential and commercial opportunities together can diversify the municipal tax base, creating greater capacity to invest in infrastructure and essential services.

One initiative Edwards considers particularly meaningful is Tofield’s Main Street beautification project, completed around 2012. He emphasizes that its success was a collective achievement involving council, administration and the community. The project changed the aesthetics and feel of Tofield’s downtown core, an impact Edwards continues to see today.

Edwards identifies its response to severe overland flooding as one of the most significant challenges of his career. The community remained under a state of local emergency for two weeks. Municipal staff stepped away from their normal responsibilities and families to respond to the crisis. Looking ahead, Tofield must work with the province to access resources and funding that can help mitigate future flooding risks. He believes leaders have an obligation to learn from the situations they encounter, using those lessons to continually refine how they lead.

Advice for Aspiring Municipal Leaders

Municipal leadership is a demanding career that requires more than people initially realize. Edwards encourages aspiring leaders to research the profession thoroughly and seek out a mentor. He credits much of his success to experienced individuals who offered guidance, perspective and a space to exchange ideas. Family support is also important as the role requires significant time and commitment, often taking leaders away from them.

For Edwards, the role has never been about personal recognition or awards. When his time with the municipality eventually concludes, he hopes people will be able to look back positively on what was accomplished.
